For properties in foreclosure, can you tell me the steps of the process, please?

For example, how do you determine if the house is bank owned or government if … and how to determine if you're in the market or an auction … and where auctions held? If taxes are owed arrears, Does the bank pay outside? I am very curious how this process works. If you know one of these responses, please reply thanks?!
